The Ingot can be bought from different Blacksmiths. The Vampire Dust & Deathbell can be bought from alchemy shops. He will tell you a list of items you need to collect Vampire Dust, Deathbell, Silver Ingot, and Flawless Ruby.
Note: Sometimes he does not appear outside the house.
